Okay I figured it out myself. It turned out to be another glitch. Whenever the frog's tong gets stuck you have to attack it from above. (jump, hold A + down) If you beat him that way you obtain the ability to attack in the air (jump, tap A) to finish him off. If you defeat him the way I did, with just regular attacks, you get stuck.
